Somalia: Recovery and Recurring Challenges

Can Winning the War against Al Shabab Lead to New hopes? What to expect in the 2026 Horizon Year!
Given the devastation which the 1990 civil war befall Somalia, this conference will take note of the promulgation of the draft constitution and address the success thus far registered by successive administrations since the Arta Convention in 2000.
Since then, the seat of the federal Somali government has been secured. Villa Somalia is now reoccupied by the executive leaders of multiple administrations. Moreover, financial streamlining and debt relief is on track. Although still some challenges are there, regional governments have been established. Many believe that there are gains in the reconstruction of the Somali National Army (SNA); the war against Al Shabab has been intensified with tangible success
Unresolved challenges, however, include the inability of the Somali Federal Government to systemically unify tax collections and the distribution of aid from donors. The nagging conflict between the center and the regions is an omnipresent problem that repeatedly haunts the unification of the country. Good governance is overshadowed by corruption and inaptitude by government leaders.
With this as a backdrop:
Can the current administration win over Alshabab and governance and services to liberated areas?
What are the prerequisites to cement gains thus far achieved in the war against Al Shabab?
What prevents successive governments to complete the draft constitution?
Can we expect the current administration to stay true to its campaign promises and complete the constitution?
What are the prospects or the lack thereof to have one-person-one-vote in 2026?
We intend to address these and related challenges and aim to come up with implementable recommendations to the (1) current
administration, (2) Political parties and prospective candidates for future leadership, (3) donors, and (4) elected official in the US and US State Department as the later two entities are nomilly on Somalia’s side in the recovery journey.
